THE CONTEXT

A public funding program with many moving parts.

The Methane Reduction Deployment Program helps Alberta oil and gas facility owners and operators adopt technologies that reduce methane emissions. Emissions Reduction Alberta oversees the program, which is delivered by Modern West Advisory. Funding comes from Alberta’s Technology Innovation and Emissions Reduction system and the Government of Canada’s Low Carbon Economy Leadership Fund.

A funding program succeeds or stalls in the details: participants and contractors must provide the right information, while administrators need to see what has arrived, what requires review and where each project stands.

THE CHALLENGE

Turn program requirements into a working system.

A public funding program has to coordinate organizations, users, eligibility rules, technical evidence, decisions and payment milestones across the life of each project. The difficult part is not one form: it is keeping those pieces connected as a project moves from its first eligibility questions to procurement and completion.

Applicants need to know what to submit and when. Reviewers need the project’s financial and environmental information, documents and history in context. Access must reflect the user’s organization and responsibilities, while the process must leave room for human review and requests for changes.

OUR WORK

One project, many stages and responsibilities.

Denting the Universe developed the application portal for Modern West Advisory. It supports participant and contractor organizations, company administrators and additional users, bringing project applications and the information needed to administer them into a structured workflow.

The project lifecycle spans pre-application, application, procurement and completion, with review and accounting stages between them. The implementation associates forms and required documents with particular stages and checks for required submissions before selected transitions. Reviewers can move work forward or return submissions for further attention, with administrative notes providing context.

Company administrators and users can have different access to project records. Invitations, organization membership, project-specific access and user authentication address the practical challenge of involving several people without giving everyone the same view. ERA’s program guide describes two-factor authentication for portal users.

DATA, DOCUMENTS & ACCOUNTABILITY

Keep the evidence connected to the decision.

The application captures facility details, project costs, other funding and estimated emissions reductions; later submissions capture procurement and completion information. Supporting materials can include location data, cost and greenhouse-gas workbooks, signed consents, equipment specifications, invoices, proof of payment and delivery records.

The program also used DocuSign for electronic signatures and connected the work to accounting, reporting and business-intelligence processes. Information collected through application and project review had to remain useful beyond the portal, including for financial processing and program analysis.

Each kind of evidence has a place in the project and its stage of review. Notifications and records of key changes support coordination among participants and administrators, so the system has to manage both the information submitted and the sequence of actions around it. The program team remains responsible for its review, approvals and payment decisions.

WHY IT MATTERS

Software that follows the program.

The result is a practical model for complex program delivery: responsibilities are reflected in access, required information is connected to the project stage, and administrators can follow the work as it progresses. The same thinking applies wherever multiple organizations must contribute to a defensible funding process.

That experience is relevant wherever program owners need to connect applicants, delivery partners and reviewers through a consistent process—while keeping the details of each project together.
